On further consideration I do not think the word "representation" should be thus limited in its meaning, but that

on a full and fair consideration of the representation that is tor

say of the Report, of the C.S.P. His Excellency may in his discretion either dismiss or reduce a member of the Police Force.

The effect of my opinion now is that the Governor may not-

withstanding the "recommendation" of the C.S.P. to the contrary

dismiss or reduce Sergeant Brimble if His Excellency thinks that the "representation" made by the C.S.F. justifies either course,

If there was any question of doubt as to the facts of this disgraceful breach of regulations involving a weighing of evidence I should have this men tried before me in Executive Council. But there is none. He admits it, and it remains for me to exercise the power that the law gives the Governor with a fulli sense of the necessity for insuring that the public shell be spared from scandalous Conduct on the oart of the Police and especially of the European Folice who should show an example of respectability and decency of conduct to the Indian and Chinese

portion of the Force,

for the 15th instant,
